Sealed bids for general contractors will be received by TOWN OF NEW SHOREHAM, RHODE ISLAND until 1:00 P.M. for the WEST SIDE ROAD SIDEWALKS at the office of the Town Manager, Old Town Road, Block Island, RI on DECEMBER 9, 2019 and at that time and place, bids will be publicly opened and read aloud.

The work to be done under this contract consists of the installation of approximately 2,500 linear feet of new concrete sidewalks and curbing along West Side Road.  In addition the project will include, but is not limited to, the following:  removal and disposal of the existing roadway and related appurtenances; removal and disposal of existing bituminous pavement, placing new bituminous binder and finish course, furnishing and installing new concrete sidewalks and curbing, installing pavement markings, cutting and matching bituminous pavement, maintaining and protecting traffic, and providing all other work required to complete the project.

The bid and contract must meet Title VI of the Civil Rights Act of 1964 and the Required Contract provisions for Federal Aid-Construction Contracts, as included in the contract documents. Bidder is required to provide a bid surety in the form of a bid bond or certified check payable to the Town of New Shoreham in an amount not less than five percent (5%) of the bid price.  The successful Bidder must furnish a 100-percent (100%) Construction Performance Bond and a 100-percent (100%) Construction Payment Bond with a Rhode Island licensed Surety Company acceptable to the Owner prior to the Notice of Award. 

Contract Documents may be obtained at the office of James J. Geremia & Associates, Inc., 272 West Exchange St., Suite 201, Providence, RI between the hours of 8:30 A.M. and 4:00 P.M., Monday through Friday, after NOVEMBER 4, 2019, or at the Town Manager’s Office, New Shoreham Town Hall, Old Town Road, Block Island, RI.       

Contract Documents will be provided on disk in .pdf format and will sent by mail via USPS.  If Bidder requests the Contract Documents to be forwarded by Federal Express, the shipping fee will be borne by the Bidder.  Bidder is to provide their Federal Express account number. 

A pre-bid conference is scheduled to be held at 12:30 P.M. on NOVEMBER 14, 2019 at the Council Chambers at Town Hall, Old Town Road, Block Island, RI, which will provide the only opportunity for bidders to make site visits accompanied by the Engineer.  All prospective bidders are encouraged to attend the pre-bid conference.

Each Bid shall be submitted (in DUPLICATE) and clearly marked:

Bids must be enclosed in an opaque envelope addressed to “Town Manager, Town Hall, Old Town Road, Block Island, RI 02807” bearing the name and address of the Bidder. 

No Bidder may withdraw their Bid for a period of one hundred twenty (120) days, excluding Saturdays, Sundays and legal holidays, after the date of the opening of the Bids.

The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be unresponsive.

Bidders shall adhere to the provisions of Federal and State Labor Laws concerning payment of prevailing wages. 

Bidders on this work will be required to comply with the President’s Executive Order No. 11246, entitled “Equal Employment Opportunity” (as amended by Executive Order 11375) and as supplemented in Department of Labor Regulations 41 CFR Part 60.  The requirements of Bidders and Contractors under this Order are explained in the Instructions to Bidders.

Disadvantage Business Enterprises as defined by R.I. General Laws Section 37-14.1-3 shall have the maximum opportunity to participate in the performance of Subcontracts performed under this agreement.  The Contractor will take all reasonable steps in accordance with the regulations promulgated under Chapter 37-14.1 of the Rhode Island General Laws to ensure that minority business enterprises have the maximum opportunity to compete for and perform subcontracts under this agreement.  The DBE requirement for this project is 15%.
