Position of Town Manager
The Town of New Shoreham is seeking an experienced leader to serve as Town Manager. The municipality encompasses the entire geographic area of Block Island, a community of historic and traditional homes, and small businesses. Reachable by water or air, the island is located thirteen miles south of the Rhode Island coast and is just under ten square miles in size, almost 47% of which is land conserved through collaborative efforts over several decades. The permanent, year-round population of approximately 1,000 can swell in summer to 20,000.
The Town Manager, through responsible planning and stewardship, will ensure that growth and change on Block Island sustains the community and protects the Island's human and natural resources. The Manager administers all municipal services and oversees all departments excluding the School. The Manager implements Town Council policies and carries out other related duties as defined in the Town Charter. The Manager will be available and work closely with the Council, department heads and employees, boards and commissions, and the broad community to cultivate an open, responsive government respectful of the Island’s past and with a vision toward its sustainable future.
The Town Manager will provide leadership to 48 full and part time year-round and approximately 34 seasonal employees. The Town of New Shoreham is a fiscally stable, AA rated municipality with a total General Fund budget of $13.4 million for Fiscal Year 2017, including school expenditures of $4.7 million. The Town is governed by a Town Council comprised of a First Warden, Second Warden and three Councilors, all elected to two year terms. Residency on the island is a requirement of this position, though not a prerequisite.
The successful candidate will hold at least a bachelor’s degree from an accredited college or university, or the equivalent experience, and a Master’s degree is beneficial. At a minimum, a candidate should be able to demonstrate at least five years of executive-level management and intergovernmental experience for a municipality or organization of similar nature and complexity or an equivalent combination of experience and training. The successful candidate will possess strong public relation skills, strategic planning and implementation skills, extremely strong communication and interpersonal skills, and the ability to build consensus across a highly engaged, diverse community of constituents.
Previous experience in an island/shoreline, tourist-based, highly seasonal community is a plus. The candidate will need the ability to balance the vibrant and very busy summer season with the opportunities and challenges of a quiet off-season.
The salary for the Town Manager will be based upon qualifications and experience within the range of $95,000 to $125,000.
